I'm not sure exactly how they're defining a tier worth of content, but I personally put Terraria as having 3-4 tiers (base ores, fancy ores, hardmode ores, hardmode+ ores), depending on if you define the 1.2 hardmode gear as a tier up from base hardmode. There are plans for 10 tiers of gear, with a vaguely defined X tier for endgame/PvP. I've not been following the game close enough to be sure about most of the things, but at the very least monsters and guns have procedural generation going on in addition to the prebuilt stuff. Six different races to play as (with a 7th planned for full release), each with their own set of racial gear, their own ship, and tailored dialogue when examining an item. Luckily, Starbound is also like Terraria, but with loads more stuff. Of course, simply being bigger doesn't mean anything. How much bigger?
